မင်းအောင်လှိုင်၊ စိုးဝင်း အပါအဝင် စစ်ရာဇဝတ်ကောင် (၆၁) ဦးကို အရေးယူရန် သက်သေအထောက်အထား ခိုင်လုံပြီဟု Fortify Rights ကြေညာ

အကြမ်းဖက်စစ်ခေါင်းဆောင် မင်းအောင်လှိုင်၊ ဒုတိယစစ်ခေါင်းဆောင် စိုးဝင်းနှင့် ကာကွယ်ရေးဝန်ကြီး မြထွန်းဦး အပါအဝင် စစ်တပ်နှင့် ရဲအရာရှိ (၆၁) ဦးကို စစ်အာဏာသိမ်းကာလအတွင်း လူသားမျိုးနွယ်အပေါ် ကျူးလွန်ခဲ့သော ရာဇဝတ်မှုများ (Crimes against Humanity) အတွက် စွဲချက်တင် အရေးယူနိုင်ရန် ခိုင်လုံသော သက်သေအထောက်အထားများ ရရှိထားပြီဖြစ်ကြောင်း နိုင်ငံတကာ လူ့အခွင့်အရေးအဖွဲ့ Fortify Rights က တရားဝင် ထုတ်ပြန်ကြေညာလိုက်သည်။

"လုံခြုံရာအရပ် ကင်းမဲ့နေခြင်း" အစီရင်ခံစာ

Fortify Rights သည် ဇန်နဝါရီလ (၂၄) ရက်နေ့တွင် "Nowhere is Safe" (လုံခြုံရာအရပ် ကင်းမဲ့နေခြင်း) ခေါင်းစဉ်ဖြင့် အစီရင်ခံစာတစ်စောင်ကို ထုတ်ပြန်ခဲ့သည်။ အဆိုပါ အစီရင်ခံစာသည် ၂၀၂၁ ခုနှစ် ဖေဖော်ဝါရီလမှ ဇူလိုင်လအထိ (၆) လတာကာလအတွင်း စစ်ကောင်စီတပ်များက ငြိမ်းချမ်းစွာ ဆန္ဒပြပြည်သူများအပေါ် အကြမ်းဖက်ဖြိုခွင်းမှုများကို အဓိကထား စုံစမ်းစစ်ဆေးထားခြင်း ဖြစ်သည်။

ခိုင်လုံသော သက်သေအထောက်အထားများ

အစီရင်ခံစာတွင် စစ်ရာဇဝတ်မှုများကို သက်သေပြနိုင်ရန် အောက်ပါအချက်အလက်များကို စုဆောင်းထားကြောင်း သိရသည်-

• မျက်မြင်သက်သေများနှင့် အသက်ဘေးမှ လွတ်မြောက်လာသူများ၏ ထွက်ဆိုချက်များ။

• လူသတ်မှုနှင့် ဆက်စပ်သော ဗီဒီယိုနှင့် ဓာတ်ပုံမှတ်တမ်း (၃၀၅) ခု။

• Open Source Information ဒေတာပေါင်း (၁၁၅၃) ခု။

အဆိုပါ အထောက်အထားများအရ စစ်တပ်သည် ဆန္ဒပြပြည်သူများကို သတ်ဖြတ်ရန်နှင့် အကြောက်တရား ရိုက်သွင်းရန်အတွက် "စနိုက်ပါသမားများ" ကို ဖြန့်ကျက်ချထားခြင်း၊ ဦးခေါင်းနှင့် ရင်ဘတ်ကဲ့သို့ သေစေလောက်သော နေရာများကို ချိန်ရွယ်ပစ်ခတ်ခြင်းတို့ကို "စနစ်တကျ" စီစဉ်ဆောင်ရွက်ခဲ့ကြောင်း တွေ့ရှိရသည်။

လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သည့် ရာဇဝတ်မှုများအတွက် အဓိကတာဝန်ရှိသူများအဖြစ် မင်းအောင်လှိုင်၊ စိုးဝင်းနှင့် မြထွန်းဦးတို့ အပါအဝင် စစ်တပ်နှင့် ရဲအရာရှိ (၆၁) ဦးကို အမည်စာရင်း ဖော်ထုတ်ထားသည်။ ၎င်းတို့သည် လူသတ်မှု၊ ညှဉ်းပန်းနှိပ်စက်မှု၊ ဖမ်းဆီးထောင်ချမှု၊ အဓမ္မဖျောက်ဖျက်မှုနှင့် ပြည်သူများကို အဓမ္မနေရပ်စွန့်ခွာစေမှုတို့အတွက် တာဝန်ခံရမည့်သူများ ဖြစ်သည်။

နိုင်ငံတကာသို့ အကြံပြုချက်များ

Fortify Rights ၏ အစီရင်ခံစာတွင် အရေးကြီးသော အကြံပြုချက်များလည်း ပါဝင်သည်- 

၁။ ကုလသမဂ္ဂလုံခြုံရေးကောင်စီနှင့် အဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် စစ်လက်နက်တင်ပို့ရောင်းချမှု ပိတ်ပင်ရန်။ 

၂။ နိုင်ငံတကာ ရာဇဝတ်ခုံရုံး (ICC) သို့ လွှဲပြောင်းရေး ဆောင်ရွက်ရန်။ 

၃။ မြန်မာပြည်သူများ ရွေးချယ်တင်မြှောက်ထားသော အစိုးရ (NUG) ထံ အာဏာပြန်လည်အပ်နှင်းရန်။ 

၄။ နိုင်ငံရေးအကျဉ်းသားများအားလုံးကို ခြွင်းချက်မရှိ ချက်ချင်းလွှတ်ပေးရန်။

ဤအစီရင်ခံစာသည် စစ်အာဏာရှင်များနှင့် ၎င်းတို့၏ လက်ပါးစေများအတွက် နိုင်ငံတကာ ဥပဒေကြောင်းအရ ပြေးစရာမြေမရှိတော့ကြောင်း မီးမောင်းထိုးပြလိုက်ခြင်းလည်း ဖြစ်သည်။

Fortify Rights Announces Credible Evidence to Prosecute Min Aung Hlaing, Soe Win, and 61 Junta Officials for Crimes Against Humanity

International human rights organization Fortify Rights has officially announced that it has obtained credible evidence to charge 61 military and police officials—including terrorist junta leader Min Aung Hlaing, Deputy Commander-in-Chief Soe Win, and Defense Minister Mya Tun Oo—for crimes against humanity committed during the post-coup period.

"Nowhere is Safe" Report

On January 24, Fortify Rights released a report titled "Nowhere is Safe." This comprehensive report focuses on the investigation of the junta's violent crackdowns on peaceful protesters during the six-month period from February to July 2021.

Credible Evidence Collected

The report states that the following data has been collected to substantiate the charges of war crimes and crimes against humanity:

• Testimonies from eyewitnesses and survivors.

• 305 video and photo records related to killings.

• 1,153 distinct open-source data points.

Based on this evidence, it was found that the military "systematically" planned these actions, deploying snipers to shoot peaceful protesters in lethal areas such as the head and chest to instill fear and kill.

List of 61 Responsible Officials

The report identifies 61 individuals from the military and police forces as primarily responsible for these crimes against humanity. Top of the list are Min Aung Hlaing, Soe Win, and Mya Tun Oo. These individuals must be held accountable for murder, torture, arbitrary imprisonment, enforced disappearance, and forced displacement of civilians.

Recommendations to the International Community

The Fortify Rights report includes crucial recommendations:

1. The UN Security Council and member states must impose a global arms embargo.

2. The situation should be referred to the International Criminal Court (ICC).

3. Power must be transferred back to the National Unity Government (NUG), the legitimate government elected by the people of Myanmar.

4. All political prisoners must be released immediately and unconditionally.

This report serves as a spotlight, signaling that under international law, there is no longer any safe haven for military dictators and their accomplices to hide.
